Project Scope and Background

The area between the intersection of 5th Street and Lake Bay Court in Lake Oswego has historically experienced stormwater ponding and drainage issues during intense rain events.

The goal of this project is to install a stormwater system and improve stormwater quality in the subject area.

The project includes removing the existing temporary drainage ditch/swale, installing several catch basins, stormwater pipe, and a large underground stormwater vault to treat stormwater runoff. The pipes will connect to an existing stormwater culvert and outfall located with a nearby easement. Parking will be restored near the Cabana HOA once the large temporary drainage ditch is removed and filled in.

Schedule

  • Design: 2024 to 2025
  • Construction: late summer/fall 2026

Project Updates

September 15, 2026

Construction of new stormwater drainage improvements on 5th Street, between Cabana Lane and Lake Bay Court, is expected to start the week of September 21 and continue through November. The project includes installing catch basins, stormwater pipe, a large underground stormwater vault, and removal of a temporary swale. Key information:

  • Work hours are 7 a.m. – 6 p.m., Monday to Friday. Some Saturday work may take place during the hours of 8 a.m. – 6 p.m.
  • Lane closures will be in place during work hours. Residents will have access to their driveways at all times unless notified of temporary impacts.
  • Access will remain open to residents, school, emergency services, mail, and garbage collection.
  • During work hours, expect brief delays, dust, vibration, and noise from activities and equipment.
  • Underground utilities will be marked on the street and in the right-of-way with paint. Wooden stakes will be placed in the project area.
  • Steel plates may be in place for short periods, and equipment will be stored on the street or in the right-of-way.
  • On-street parking may be restricted at times in the work zone.
  • Restoration of the work areas and public right-of-way will take place once construction is complete.

August 2026

The railroad company has approved the permit and the project is out to bid for a general contractor.

NW Natural needs to relocate a gas main in the project limits. They plan to be out working on 5th Street near Cabana Lane the week of August 17. Please expect lane closures and watch for flaggers.

Major construction for the stormwater improvements is expected to begin once a contractor is hired, sometime in September.

View the final design plans here.

June 2026

Designs are now finalized. The City is waiting for the permit to be approved from the railroad company.

The team expects to go out to bid for a contractor sometime in July, with construction starting in late summer/early fall.

April 2026

Designs are expected to be finalized this spring. The City project team has applied for a permit from the railroad company, which is in process.

We expect to go out to bid for a general contractor in early summer, with construction starting late summer through fall.

November 2024

Design is kicking off on the project. Starting the week of November 11, survey crews will be out on site to conduct investigations and topographic surveys. Residents may notice crews in the area. A tree survey and utility locates will follow over the coming weeks.
